Why a $12 listing can refuse to activate on your account

A marketplace can successfully take payment and deliver a real code that Steam still refuses to activate. That is usually not a technical outage: the code was issued for a different activation territory, product or platform. The restriction is checked when the code reaches Steam, which is why the mistake becomes visible after checkout unless the buyer reads the region data first.

Four labels that are easy to confuse

EUR is a currency, not an activation region. A price shown in euros can belong to a Global key, an EU-only key or a code with a narrower country list. The reverse is also true: a Global key can be priced in USD. Treating those fields as interchangeable is how a currency selector accidentally becomes a false compatibility promise.

What Global, EU, NA and RU/CIS really tell you

Global is the broadest merchant label, but it should still be checked for explicit excluded countries. EU and NA are allowlist-style market labels and should match the country attached to the account. RU/CIS normally indicates a narrower regional product intended for Russia or countries in the Commonwealth of Independent States. There is no universal publisher rule that maps every key to the same country list, so the seller's product note remains important.

Steam's own regional restrictions guidance says third-party key restrictions depend on the publisher and that Steam Support cannot refund keys bought from another retailer. If activation fails, the remedy is therefore with the seller. That makes a screenshot of the product page, region wording and order confirmation useful evidence rather than paperwork to discard.

The safest way to verify before checkout

Check the account's actual store country, not your current IP address. Confirm the listing says Steam rather than another platform, then read the activation label and blocked-country note. If the feed does not disclose a blocklist, open the merchant page and verify there. Do not change store country, use a VPN or create a second account merely to force a purchase through; that changes the account context instead of making the original product compatible.

The correct comparison is the cheapest offer your account can activate, not the cheapest number on the page.
